Calculate a YTD Total based on Reporting Month and Week of Month via drop down selections

Lo all,

I am stuck on calculating a YTD budget total dependent on both what month we're reporting on and the week. For instance, if we were reporting on the first week of March, we'd want to total both Jan & Feb w/ a quarter of the March budget.

I have a feeling it's something stupid simple, but I am just not seeing it at this time.

Take a look at the attached.
I had to change format of Months in column D and added a drop down in H1 to select Month.
That helps with month comparison in the formula in I5 and I6.
Hope this works for you.
