MAC not showing COUNTIFS data correctly

Excel Version:

Mac Edition Microsoft Excel

Version: 16.11 (180311)

MAC Setup:

OS: 10.13.3

Macbook Air (13-Inch, 2017)

The issue that I'm facing is that on ALL MAC or any MAC platform, the data is not displaying correctly. When you double click "Refenfb" worksheet, go to the first date "03/01/2018", and enter, the data goes back to ZERO. I am not facing any issues with the WINDOWS platform but specifically only the MAC platform. Because I am referencing a relatively large amount of data, about 500 rows per month. Can someone tell me what the issue is? Or perhaps, an alternative to this problem?

Unfortunately the attachment icon doesn't work at the moment. So, to attach an Excel file you have to do the following: Just before posting, scroll down to Go Advanced and then scroll down to Manage Attachments. Now follow the instructions at the top of that screen.
