Data Validation in Nearest 0 (in Absolut Number)

hi all...

i'm looking for excel formula dat validation with criteria :
if one of each number nearest zero (in absolut number) the allowed --- the number greater than another number otherwise..
please..check this attachment file..

my target in F9 (data entry-validation). My data in E5 & F5..
20% vs 6%... the 6% is nearest number 0 so data allowed entry in F9 must greater than in E9

not sure how you switch from row 5 to row 9?

custom data validation >min(e5,f5) perhaps
