No, you are correct. The Excel equivalent would be:
=SUMPRODUCT(1/COUNTIF(Array,Array))
With blanks:
=SUMPRODUCT(1/COUNTIF(Array,Array&""))
Array is simply the array you want to test, and it needs to be tested against itself, so it is repeated.
