Help with Frequency

guys good day! can u help with these..

in Seal Monitoring tab, i want to create a column between C and D that will return the second recent Seal No. for that EGM.. i made a frequency formula in seal masterlist. that one is the latest seal for the EGM.. thanks guys more power and God Bless! i will include my excel file.. thanks

*1) Select the appropriate cell in row 8,
2) Paste the formula into the formula bar,
3) Simultaneously press the Ctrl, Shift and Enter keys,
4) Copy down to row 2007.
