    Smile Conditional Formatting. PLEASE HELP!

Hi, I need your help for the following:

I am building a scorecard with KPI's such as Income, Margin, etc. There are 7 value columns, each designated to a different country. The objective is to highlight the values in Actual row if the budgeted value for the same country meets/ exceeds the target %.

For ex: If the actual value for India => 90% of the Budgeted value, then the cells containing 9000 should be green. I would love to show them in Green(exceeding the target), Amber(near the target), Red (Below the target) formatting. TIA!!!

India China Japan Malaysia Singapre USA Canada
    Actual 9000 500000 300000 200000 100000 2500000 1700000 90%(TARGET)
    Income - MAT Budget 10000 250000 150000 50000 2450000 1650000 450000
    PY 1490000 490000 290000 190000 90000 2490000 1690000
