AVERAGE IF AND? with days and dates

I can get the average value of Wednesday's in Column F IF Column A, a date, is a Wednesday.

What I want to do now is, the exact same thing, except add a condition, If Column A is a Wednesday AND Column F <40, then average those values. It needs to work with empty cells as well, like the one in the sheet.

Any suggestions?
