It seemed like the formula COUNTIFS fail to detect the value it is supposed to search.

COUNTIFS treats "<- 5%" as "<" & -5% i.e it is looking for numeric values less than -5% (similar for the other categories).
Try as below
E3=COUNTIFS(A:A,"="&$D3)
Try this and copy towards down
