Data Validation combine 2 dynamic list with an IF statement

I have a table containing rates for different types of jobs from different companies.

ALL is also listed under the companies column because all the other companies's all have a Irrigation Technician.

I want to create a data validation drop downlist next to Staff so that

When I select Flectcher or Bechtel that the drop down list contains all the Job Title of Fletcher, Bechtel and All.
When I select other companies like Telecom that it only shows their respective job titles for example Telecom only lists Field Engineer
Currently I got the second condition working but I'm unable to get the first condition working because I can't combine the 2 lists together (Fletcher + All OR Bechtel + All)

C11 contains the formula that I'm using for the Source in the Data Validation window. enter image description here
