Using IF Statement with Negative Numbers

I need help with a Formula. I know it should be simple but can't get the results I need. I have (2) Variables to work with. Column A has to be equal to or higher than 100, then Column B has to have a percentage that is equal to or less than (-10). I want to to return in Column C either Yes or No. If it meets the (2) IF Criteria's then return back the word "Yes" otherwise "No". I am having issues with the negative percentage in Column B. I have attached a dummy sheet with the three columns and the result I am looking for. Any and all help would be greatly appreciated. I have spent an hour trying to find out how to do this. Thanks,
