special formatting number within a concat function

I want to use a concat function to display a ratio such as .97:1 (where there is no "0" in front of the .97)

    The formula is

(where the cell Y3 is a formula).

I can use special formatting to change the 0.97 to what I want, which is .97

But if I use the concat formula, the special formatting disappears. I wind up with 0.97:1

I've tried the TEXT formula to change the .097 to .97 but I don't know how to use that formula.

    Any advice? Thanks.

When you concatenate values it will become a text string.
    Try this
    Formula: copy to clipboard

    v Y Z
    3 0.97 .97:1
