Fiscal Quarter/Year Moving Start Date

Hi All,

I am looking for a formula to calculate fiscal quarter/year based on a moving fiscal year start date.

Fiscal Year Start Date = first Saturday of February (i.e February 3rd 2018 = Q3 2019)

Fiscal Quarter Tenure = 4/4/5 (Month 1 = 4 Weeks / Month 2 = 4 Weeks / Month 3 = 5 Weeks) (i.e. Q3 2019 End of Quarter = May 4th 2018)

Each fiscal quarter = 91 days (issue is leap years were Q1 would have 92)

I know this can be done using a reference table, however I would like to have a formula that is transferable easier than having a separate excel reference as a reference table and having to add each time.

Really appreciate any support on this.
