Offset(Match Formula Issue

I created an offset match reference to collect data for a report:

=OFFSET(Sheet1!$A$1,MATCH($D2,Sheet1!A:A,0),2)

The formula on its own is working great. The problem comes when I try dragging it down the rest of the way. The cells are only returning the value of the first cell (or whichever cell I drag from). If I double click a particular cell in the column, then hit enter the value changes to the correct one.

I don't want to go down the entire column doing that. Is there a reason I am only getting the first cell unless I select each and hit enter?
