Problems with formal for countifs between two date ranges and matching criteria

Hello. I'm trying to count the number of entries between a date range for a specific criteria. Column H is the Planned/Forecast/Actual description and Column I are the respective dates.

The formula that I was using based of research is =COUNTIFS(H:H,"Forecast",I:I,">="&1/1/2019,I:I,"<="&1/31/2019)

The result I am getting is 0 and there are actually 2 entries. I am running Excel 2016. Clearly there is an error with this formula. Can someone please help?

Try using DATE or DATEVALUE rather than just the date ... Excel won't recognise it that way.
