Extract characters from a string

I need to extract specific characters from a string and return an output in another cell. See the example below. All input values will be similar formats, State-City-Element-Name. The output will contain Element and Name with the hyphens removed and the Elements and Name merged.

Ex1 In MN-Roseville-RSV0013-A
Out RSV0013A

EX2 In MN-Chaska-GG13-A
Out GG13A
