Match formula to look up discount rate?

Hello! I currently have a formula in a cell that is supposed to look up discount rates for a customer based on a table. Please look below for reference. The formula is to first match the customer rating and then after match the customer type and find the percentage for the discount.

For some reason right now, it is not pulling the correct values. It seems to be grabbing the value exactly to the left of the correct discount value. Any suggestions on how to fix this?
