Get End of Month from Month and Year only

Is there a way to get the last day of the month, when you have just a Month number and year number?

I have 2 rows with:

Row 2 being the Year, ie 2018, 2017, etc
Row 4 being the month, ie, 2, 3, 4, etc.

I figured out I can convert to date with a fixed day like such, but not sure if you can get the actual last day of the month?

=DATE(N2,N4,15)

Thanks, that worked perfectly. First of the month - 1. I should have thought of that!!
