Another option, similar to samba_ravi, could be:
[J7] : =MIN(H7,MAX(,VLOOKUP(G7,O$7:P$8,2,)-SUMIFS(H$7:H$12,G$7:G$12,G7,I$7:I$12,">"&I7)))
