J5 press Ctrl+Shift+Enter
=IF(D5,D5,MIN(IF(NOT(COUNTIF(J$4:J4,$B$5:$B$14)),$B$5:$B$14)))

or
=IF(D5,D5,SMALL(IF(NOT(COUNTIF(D$5:D$14,$B$5:$B$14)),$B$5:$B$14),ROWS(D$5:D5)-COUNT(D$5:D$14)))
