My solution doesn't cater for the year but it will be a while before you can test that.
maras_mak's solution does, but I think it could be shorter, comme ci:
You can test this by putting a date in cell A1 and changing the formula to look at that rather than using TODAY()
For example:
Note that it is always more efficient to put =TODAY() in a cell and refer to that rather than having multiple use of the TODAY() function. That's because =TODAY() is a volatile function and it is better to have one reference than lots.
