Lock but view conditional formatting

Hello excel gurus,

I want to accomplish two things:

1. Lock the conditional formatting thus not allowing users to edit the rules
2. Allow users to only view the conditional formatting.

I can do #1 by protecting the sheet. But when I protect the sheet, I am not able to VIEW ONLY the conditional formatting condition.

For example if value of the cell > 5, then it should turn red: I want the use to see this criteria, but not be able to change it.

Does anybody know how to accomplish this?
