That's not a formula, it's conditional formatting.

You are probably talking about Conditional formatting.
Click on the top left hand corner of excel to select all cells.
Click on the home tab and then conditional format and then manage rules.
Select New Rule and then "use formula.................."
Paste this formula into the formula bar =$A1=$A$1
Click on the Format Tab, then fill and select a colour.
This will highlight every row where column A contains the same number as Cell A1.
To stop Row 1 being highlighted.
Select Row 1
Click on the home tab and then conditional format and then manage rules.
Select Clear Rules, and then Selected cells.
