Why shouldn't it be negative? What are you expecting?
Maybe try this:
=ABS((C4/B4)-1)

You do realise we can't actually see cell L12 but, judging by the picture, it's got nothing in it and would probably give an error #DIV/0!
As Ali says, why should it not be negative? =(4/8)-1 = -0.5, for example.
Attach a sample workbook (not a picture or pasted copy). Make sure there is just enough data to demonstrate your need. Include a BEFORE sheet and an AFTER sheet in the workbook if needed to show the process you're trying to complete or automate. Make sure your desired results are shown, mock them up manually if necessary.
Remember to desensitize the data.

Please find attached the sample workbook.
The calculations in the workbook are correct. You still have not told us what you are wanting the answers to be. Until you do, we can't help.
Sorry I want the the percentage in 2018 to be positive because the result in 2018 was 300% higher than in 2017.

OK, but WHAT do you want the answer to be? What figure are you looking for? What I gave you in post #2 will simply turn the current answer positive.
As You can see from the second sample in attacment with ABS function the result between 2016 (190$) and 2017 (-100$)the difference is not just -47% or I'm wrong??

There's no meaningful way to calculate YoY results when the prior period is zero or negative. From the WSJ (http://www.wsj.com/public/resources/...s/doe-help.htm):
Net Income percent change is the change from the same period from a year ago. Percent change is not provided if either the latest period or the year-ago period contains a net loss. On the digest page, if a company posts a profit in the latest period against a loss in the year-ago period, the percent change is represented as a "P". Similarly, if a company posts a loss in the latest period against a profit in the year-ago period, the percent change is represented as a "L".
