conditional formating in largerow and min value

i want make conditional formating ,min(a1:a5)
but if same as value for example in a3 = 2 and a4 = 2 then
i want get in large row between value a3 & a4 ,large row = a4
for example
a1 = 12
a2 = 22
a3 = 2
a4 =2
a5 =42
IN this case A4 = red using conditional formating

=A1-ROW()/1000=MIN($A$1:$A$5-ROW($A$1:$A$5)/1000)
