Nested IF AND OR Statement?

I have a post open but I don't know if i'm asking the wrong way round, I've tweaked my data set now so it may be easier to translate, i have 2 columns with vriable data in, one has 5 options and one has 2 options in, so 10 options in total with 3 possible outcomes, x2, x1 or x0, the data mix looks like this:

GROUP TERRITORY OUTCOME
Group1 Territory1 CellRef x 2
Group2 Territory1 CellRef x 2
Group3 Territory1 CellRef x 0
Group4 Territory1 CellRef x 1
Group5 Territory1 CellRef x 1
Group1 Territory2 CellRef x 2
Group2 Territory2 CellRef x 1
Group3 Territory2 CellRef x 1
Group4 Territory2 CellRef x 1
Group5 Territory2 CellRef x 1

I've had a suggestion of nested index match functions referring to a lookup table for the outcome matrix but if it can be done i need to leave a singlecolumn formula in a tamplate header for my successor to run with updated data beforree the output is used in the new year

is the above matrix of 10 possibilities with 3 potential outcomes possible with a nested IF AND OR function at all?
