formatting percentage values

Hello,
if the non-empty cells have a value, they become colored.
But if they are empty how to do not to color them?

CF format cell that blank, with no format and put it on top.

In the attached workbook there are the formulas to color the percentages.
I added two more formulas to color the lines alternately.
=ISEVEN($AA3)
=NOT(ISEVEN($AA3))
if there is no number in X, the cell must be colored like the line
if cell S is empty it must see the word NOT with the color of the row
I can not insert the exact way.

it is not exact see the attached picture
the alternating rows are missing
the lines are alternating color if there is a number in column A
