CF format cell that blank, with no format and put it on top.
In the attached workbook there are the formulas to color the percentages.
I added two more formulas to color the lines alternately.
=ISEVEN($AA3)
=NOT(ISEVEN($AA3))
if there is no number in X, the cell must be colored like the line
if cell S is empty it must see the word NOT with the color of the row
I can not insert the exact way.

it is not exact see the attached picture
the alternating rows are missing
the lines are alternating color if there is a number in column A
This should work.
