Time calculator not rolling OT over.

I have a time sheet that keep tracks of in/out time. It has two elements, one is the "actual time" or the time from our electronic punch system. The second element is the time we enter into our accounting software. Don't ask why, its duplicate work and annoying but oh well. Our electronic punch system rounds weird and so I had to build this calculator that does it better. The issue I have is that after 40 hours row 17 should stop and the OT goes to row 18. However, you can see in row 17 the sum is 40.1 and then on row 18 is .1 of OT, but it should be 40 and .1.

The issue is that row 17 is just rounding row 14 and so at the end, it isn't capping off at 40. I need for the row of 17 to cap at 40 with an extra going to row 18. Hopefully the spreadsheet will make more sense.
