Creating an IF function in excel 2016

Alright, so I am trying to do an IF formula in excel 2016 with the following information.
If B2<=0.393 and B3<=48 it will =0.10
If B2<=0.393 and B3>48 it will =0.35
If B2>0.393 and B3>48 it will =0.35
Everything else will =0

Can someone please help me? I have tried and tried again and it has not worked.
