Selecting data in an array based on input variables

So, I have created a sizeable array. Not sure how to word my question since I rarely work with arrays. I'm wondering if it is possible to select an array cell that represents the intersection of my horizontal input cell (header row) and the vertical input cell (column 1)? I have attached a sample spreadsheet for your review.

given your criteria I think the return should be 2 1/2 F, rather than 2 F?
