hi guys,i had a problem with excel 2016.first,i want to set a "yes" and "no" notification with total salaries of 3000 and below.i had use "if" function but it did not work.please help.

The cells in column E contain text, not numbers.
Highlight column E
Tab Data, select Text To Columns.
Click Next, Next, Finish.
Your text should now be converted to numbers and your formula will work.
