Assign value or point for each active hour..

Hello everyone,
I'm having an issue that I think I almost have solved but I just cant get it.

Here is my problem:

I am trying to assign a point or value for each hour a flight is active. What I mean by active is from scheduled departure time to scheduled arrival time.

For example.

ABC123 is scheduled to depart at 0000 and scheduled to arrive at 0426
For example, in cell A1, I have 0000 and B1 I have 0426. Note that the cells are formatted as text.

Now, in a different table, and where my problem is, I want it to recognize each hour the flight is active and assign a point to that hour block.
So for this example, I want it to assign a value to block 0000, block 0100, 0200, 0300 and 0400 because the flight is only active within those hour blocks. I also need the formula to count other flights that could also be active within those hours.
I think I need to use a COUNTIFS or a LOOKUP function, or a combination of both.
