Conditional formatting not working

Hi,

Can anyone help me understand as to why a conditional formatting wont work from one to another. I used the following formual's to have red, amber and green in file 1.

Red - =Q8 <=PERCENTILE('PD List_New_Dec 2018'!$Y$3:$Y$300,0.25)
Amber - =AND(Q8 > PERCENTILE('PD List_New_Dec 2018'!$Y$3:$Y$300,0.25),Q8 < PERCENTILE('PD List_New_Dec 2018'!$Y$3:$Y$300,0.75))
Green - =Q8 >=PERCENTILE('PD List_New_Dec 2018'!$Y$3:$Y$300,0.75)

Please note that these formula's for the conditional formatting are applied to cells which has a division formula and gives a percentage. Now that i hv updated the data in a copy of old file, these conditional formatting formula's aren't working any more. I checked the cell ranges etc and all is good.

What could be the problem? Please help.

Click on GO ADVANCED, scroll down and click Manage Attachments.

I have attached a sample sheet. Formula for formatting was working absolutely fine in an old file.
