I want B1 turn red if A1 says stop until B1 says yes. As long if there is no choice there is no color.

No correct formula
Before we help further, please update your thread title to properly explain what you are trying to do. Generic titles are of no help.

Try changing the commas in the formula suggested to semi-colons:
=AND($A$1="stop";$B$1<>"yes";$B$1<>"")
I believe that a formula which will accomplish the goal is: =AND(A1="stop";B1="no")
To apply the formula select cell B1 then open conditional formatting,
Select New rule,
Select Use a formula...
Paste the formula into the window below Format values where...
Select a fill and/or font.
