I am looking a formula to conditional format two columns as per below criteria.
if Column A is great than Column B , add red font color to Column B . However, if Column B is greater then add green font color.

Select B1. Set up the two rules:
=A1>B1
=A1<B1
In the applies to box in each case, type B:B.

No conditional formatting when the two values are equal then?

Ensure you describe your problem clearly, I have little time available to solve these problems and do not appreciate numerous changes to them.
It would appear not - not unusual, I think, with RAG ratings (which often omit the Amber). Easy enuogh to add a rule if required:
=A1=B1
