If previous duplicate meets criteria, subsequent duplicates return function

I am trying to figure out if there is a formula that will calculate a percentage off if a previous duplicate was greater than $X amount.

For example, Customer A makes a bunch of purchases, and AFTER they spend $X, all of their subsequent purchases are Y% off.
