triggering based on range

An event has to be triggered based on the input, that is dependent on value in other cell

say A1 has 100
if b1 is entered in range of 99.90 to 100.10
c1 should say TRUE ,

all other value less than 99.90 and greater than 100.10
OR alphabet
OR special sign inserted in B1
should say FALSE


So similarly calculation should work when A1 is 150 and 149.85 to 150.15 is okay(TRUE)
and for 49, 48.95 to 49.05 is okay(TRUE)
