Extracting values from other workbooks

Hello , I am really desperate for help, here is my current situation, I run a yearly report that is updated every week, the yearly report it's not in the same folder with the other workbooks. Every week the values are updated from a database that is coming from a website, the report is created every monday, and goes into each month ,week by week, for example there is a folder for each moth , so February has it's own folder and the sheets are named weekly so example February 2-24-2019.
Now here is my problem, when i drag the info from B4 to B3 it doesn't update the values , i have to manually change the month folder from February to March then change the date manually from 2-24-2019 to 3-3-2019 inside the workbook name and the sheet name as well, the range its' the same, if it ask me for the source i point the location of the file, and then the values are updated, but i have to manually change everything; that is a big headache, understand the fact that i have been doing this report since 2014 and updating every single value manually!.
So all i ask is if someone can please help me make it dynamic, that anytime i drag the info to the cell above it will update the values/
here is what i have tried with no sucess, I have tried to use indirect to reference on the date column the cells to the workbook and sheet but with no success what so ever. Or maybe i am not doing it the right way, Anytime i try to use indirect i make sure i have both workbooks open the one that contains the values and the workbook i am updating , but i always get the "REF!" error, don't know what else to do, I have tried to post a video but i still can't post it , only the image .
