Conditional Formula Involving Dates

I need a conditional formula to highlight row if dates in column D are before date in E1 AND does not have anything in column C. In this example, row 3 would be highlighted because its prior to 5/15 and doesn’t have data in column C.

Use this rule
=AND($C2="",$D2<$E$1)

and apply to A2:D_n

Highlight A2:D5 (or however far you might need to go) > Conditional Formatting > New Rule > Use a formula
=AND($C2="",$D2<$E$1,$D2<>"")
Format: Fill color of your choice > OK > OK
