I think you will struggle to do this with conditional formatting (which was in your original thread title). You may well need a code (VBA) solution.
Please try
CF formula applies to =$D$4:$D$81
=MOD(SUM(N(COUNTIF(D$4:D4,D$4:D4))),3)/(COUNTIF(D$4:D4,D4)>1)=0
Fill red
=MOD(SUM(N(COUNTIF(D$4:D4,D$4:D4))),3)/(COUNTIF(D$4:D4,D4)>1)=1
Fill Green
=MOD(SUM(N(COUNTIF(D$4:D4,D$4:D4))),3)/(COUNTIF(D$4:D4,D4)>1)=2
Fill Yellow
Increase no. 3 in blue and add more no. in red for more vary of color
