That's quite an involved sheet you have there. I suggest that you include some sample answers and explain how you got them?

Consider taking the time to add to the reputation of everybody that has taken the time to respond to your query.
Initially I came up with the same formulas as JeteMc. Then I noticed my results weren't what you expected. I too was counting non-blank cells.
Did not do a pains taking check, but these appear to match the sample.
=COUNTIFS($K$21:$K$67,$B70,O$21:O$67,">0")
=COUNTIFS($J$21:$J$67,$B79,O$21:O$67,">0")
