What formula would write to make sure that column H (circled in the picture)has balances greater than zero in any of the rows, while leaving out the row that has been boxed in the picture.

Hard to say for sure without an actual file to work with (pics are pretty much useless to us), but have you tried using countifS() for this, with 1 of the criteria testing B for something like <> School
