I am a bit baffled by the formulae I am using to calculate %age spent. I am getting the same %age for actual spending against no budget and also where there is no spending against a set budget? My formulae wrong? See attached excel spreadsheet depicting my cry!

Because you have no budget in B5, the result of C5/B5 is a #DIV/0 error. Your formula is wrapped in an IFERROR check which tells Excel to give a value of 0 if there is an error, so that's why you get the same result (0) in E5 and E6. Try this instead (in E3, dragged down):

If you use commas as your decimal separator (1,23 instead of 1.23) then please replace commas with semi-colons in your formulae.
