Retribution number of text save to index formula

from image i am want save a1:a3 to index
index(a1:a3)
if a1 = "help and b1 = 2 then become become {"help","help"}
if a2 = "from well" and b2 = 3 become {"from well","from well","from well"}
if a3 = "good lucky" and b3 = 2 become {"good lucky","good lucky"}

i want save to index =index(a1:a3.....blahbla) and when press F9 become
{"help","help","from well","from well","from well","good lucky","good lucky"}
how i can do using formula index
