If Then statement based on values of multiple cells

I am having problems with the following formula:

IF(L4>1,J4*1.01,L4*1.01)

I can get it work if the value in cell L4 is zero. It then calculates the value of J4*1.01.

However, if the value in L4 is greater than 0, it will not calculate the value in L4*1.01.

How do I fix this?
