Count values below condition with "1" and above with "2" when condition met

After trying for a few days I and looking for your help. I have a team table where I need to track work before a team members lunch and after their lunch. I need to number all records a "1" before the lunch break and number the records a "2" after the lunch break. The trouble I am having is that the team table is one large table and the count needs to restart when the team member name changes -- thank you.
