Mathematically, this is a bilinear interpoliation, so the formula are there for you.
I'd use INDEX(MATCH) constructions to find the specific values to feed into those formulas up there into an intermediate table.
Post an example spreadsheet and I (or someone else) will be able to plop the formulas in and turn it around for you.
If you can use a user-defined function, post a workbook instead of a picture.

Here. Through an intermediate table, and I ended up naming the values you were interpolating between because that made my life easier, but this should grind out what you want.
Outside-range values are easily diagnosed because it throws errors in the intermediate table when you go off the edges.
