You can use SUMIFS with a date range, e.g.
=SUMIFS(sum_range,date_range,">="&start_date,date_range,"<="&end_date)

Which version of Excel are you using?

As AliGW suggests:
For Q12 and down: =SUMIFS(H$12:H$940,B$12:B$940,">="&DATE(YEAR(P12),1,1),B$12:B$940,"<="&P12)
For U12 and down: =SUMIFS(H$12:H$940,B$12:B$940,">="&DATE(YEAR(T12),MONTH(T12)-2,1),B$12:B$940,"<="&T12)
For AA12 and down: =SUMIFS(H$12:H$940,B$12:B$940,">="&X12,B$12:B$940,"<="&Y12)
