IF function nested

I am creating a timesheet to enter the total hrs.work. Just having issues on the Thursday row where maximum hrs to charge the client is hours.
I want to use the IF Function to enter a value in one cell and ave 2 cells which has 3 criteria each.

Given hours of staff every thursday:
Week 1 - total office hours worked is 10. (return value should be 8hrs)
Week 2 - total offsite hours worked is 10. (return value should be 8 hrs)
Week 3 - total office hours worked is 6 (return value should be 6 hrs)
Week 4 - total offsite hours work is 7.(return value should be 7 hrs)
