Need help regarding formula (see post)

Hello,I've recently been fiddling excel and have run into a little speed bump.

The above formula's search key, B13 is a rand formula that works fine

The problem is the array that the formula is using has multiple entries with the same value as the possible value in the search key. This causes formula to only return the value of the cell that is higher up in the array. How do get it to also show values from cells with the same but lower in the array?
