Countif

I have data which I need to count other values found not in the Range.
I have created formula to clarity. In D2 I have created a formula in GAMES tab:

I want to count the values in column A,CPF that meet the criteria something like index match.

=COUNTIFS($A$2:$A$346282,INDEX($A$2:$A$346282,MATCH(1,($B$2:$B$346282=MAX($B$2:$B$346282))*($A$2:$A$346282<>""),0)))
I mean those values that are returned by index match are be used as criteria. I used that formula it brings wrong result
